UPDF Confirms Arrest of Three Criminals Over Impersonation

Mbuya, Kampala – The Uganda People’s Defence Force (UPDF) spokesperson, Maj. Gen. Felix Kulayigye, has confirmed the arrest of three suspects linked to a series of serious criminal activities, including impersonation, forgery, and kidnapping.

The prime suspect, Mr. Mugwanya Shaban, alias “Major Shaban”, was apprehended on 27th August 2025 at a Shell fuel station in Kyengera, Wakiso District. At the time of his arrest, he was wearing a UPDF green ceremonial uniform with forged insignia purporting to represent the rank of Major.

A search at the scene led to the recovery of a dummy pistol and a forged UPDF identification card bearing the details “RO/01232 Major Shaban Mugwanya.” Mugwanya confessed to masquerading as a senior UPDF officer since February 2024, admitting to unlawful activities such as illegal arrests, debt recovery, and land-related dealings for personal gain.

Investigations revealed that in August 2025, Mugwanya—together with Mpanga Brennan Patrick, Kyamanya Peter, and one Capt. Ivan—kidnapped Mzee Spelito Mubiru from Luwero District. Mugwanya disclosed that the crime was orchestrated by Nalwoga Sharon, who allegedly paid UGX 3 million to Capt. Ivan to facilitate the abduction. The victim was detained unlawfully for two days.

Maj. Gen. Kulayigye stressed that impersonation of UPDF personnel undermines the credibility of the army, endangers public safety, and threatens national security. He categorically stated that Mugwanya has never been a member of the UPDF and that the force fully disassociates itself from his criminal actions.

He further urged the public to exercise caution when approached by individuals claiming to be security officers. Citizens were advised to verify credentials before any engagement, report impersonators or suspicious persons immediately, and refrain from participating in unlawful activities initiated by those falsely claiming authority.

Mugwanya revealed that he acquired the UPDF ceremonial suit for UGX 150,000, the insignia for UGX 60,000, and the forged identity card for UGX 40,000 from a tailor named Alex at Cooper Complex in Kampala. These items were used to confer upon him false military authority.

The UPDF reaffirmed its commitment to upholding the rule of law, enforcing discipline within and outside the force, and protecting Ugandans from all forms of criminality.
