AUUS Decides 2025: Dr. Agnes Baluka Rallies Members With Bold Manifesto for 2025–2029 Presidency

The winds of change are blowing through the Association of Uganda University Sports (AUUS) as Dr. Agnes Baluka Masajja (PhD) steps forward with a bold manifesto that has energized the university sports community.

Announcing her bid for leadership in the 2025–2029 elections, Dr. Baluka declared her mission to “restore the voice of the people” in AUUS and return power to its rightful owners — the members. With passion and conviction, she pledged to anchor her leadership on AUUS’s core values of Professionalism, Fair Play, Integrity, and Teamwork (PFIT), promising a new era of transparency, unity, and excellence.

Baluka is in contest of two positions, for Presidency coming against Kyambogo University’s senior Sports Tutor, George Wagoogo and for general secretary battling the sitting GS, Patrick Ssebuliba.

A Transformative Vision

Dr. Baluka’s vision is nothing short of transformative. She has set her sights on:

  • Securing a permanent home for AUUS.
  • Harnessing innovation and technology to modernize university sports.
  • Balancing education and athletic excellence, ensuring athletes thrive both on the pitch and in their careers.
  • Championing gender equality while empowering athletes socially, economically, and professionally.

With over a decade of proven leadership in sports administration and a PhD in Sports, Dr. Baluka is positioning herself as the game-changer AUUS needs. Her manifesto emphasizes strategic leadership, stronger governance, and institutional reforms, all aimed at building a sustainable future for university sports.

“AUUS must be a home where every member feels empowered, heard, and supported,” she declared, rallying stakeholders to her cause.


Her Commitments if Elected President

Dr. Baluka outlined nine bold commitments that will guide her presidency:

  1. Respect and inclusivity — bringing all AUUS stakeholders (Directors of Sports and students) on board, and rebuilding trust through transparency and accountability.
  2. Lobbying for funding from government and other sources to reduce high membership and participation fees.
  3. Grant writing to secure financial support for AUUS activities.
  4. Construction of a permanent AUUS home, reducing costly rent expenses.
  5. Regional hosting of AUUS Games to give every member the chance to host.
  6. Strengthening AUUS committees by financing them so they remain active and effective.
  7. Financial support for hosting universities, easing the burden of organizing AUUS events.
  8. Government sponsorship for students to participate in international events such as the FISU Games, rather than overburdening member universities.
  9. Stronger partnerships with the Ministry of Education and Sports (MoES) and the National Council of Sports, boosting AUUS’s influence and opportunities.

As the 2025 elections draw closer, Dr. Baluka’s campaign is igniting conversation, with many seeing her as the leader capable of steering AUUS into a new era of growth and impact.

With her rallying cry of “Restoring the Voice of the People,” Dr. Agnes Baluka’s manifesto is not just a plan — it is a call to action. Guided by PFIT values and fueled by a vision of empowerment, inclusivity, and sustainability, her bid embodies the spirit of transformation.
