Who is Dr. Patricia Achan, A Woman Signed a Letter that Put a Sharp Hook in NCS’ ‘throat’

Late last week, the public landed on news that brought smile to the sports Community in the country.

The nation landed on a letter from Inspectorate General of Government ordering National Council of Sports to transfer all the monies they have not been giving to Uganda Netball Federation in guise of accountability issues.

But do you know that the office of Inspectorate General of Government is headed by a woman and deputized by a woman?

Yes, the IGG is Hon. Betty Namisango Kamya but she is deputized by a Lady this nation don’t need to forget in the history of Sports when it comes to fighting corruption. This Iron Lady is Dr. Patricia Achan Okiria, the woman who signed on the letter that put National Council of Sports on a sharp hook.

But who is really this Lady?

Dr. Patricia Achan Okiria is the Deputy IGG and she was appointed by President Museveni in 2021 and she has worked on number of issues especially in the corruption line since she joined the office even before her appointment to that office.

Dr. Patricia Achan Okiria before joining the IGG office, she worked with the Ministry of Works and Transport before joining the UHRC. There, she served as a policy and legal advisor. She mainly focused on legislative drafting for transport policies and laws.

Dr. Patricia holds a doctor of Laws in international human rights and democratization of the same university. She also holds a bachelor of law from Makerere University.

On top of that, she has a post-graduate diploma in legal practice from the Law Development Centre. She is also an enrolled advocate of the High Court of Uganda.

In her early days, Dr. Patricia headed Soroti Regional Office where she was involved in the administration of the office, Designed workplans and prepared budgets, Organized tribunal hearings, training of Police, UPDF and Prisons, Developed the Police Human Rights Training Manual, UPDF Human Rights Training Manual, Participated in rtadio talk shows and was focal point officer for the Citizen Engagement Program of DANIDA Human Rights Education and awareness programme.

Basing on that especially and knowledge about the law, Dr. Patricia is in a good position to clean the sports sector house and tame corruption fueled and practiced by top officials in the sector who seems untouchable.
