NCS-Netball Accountability Matters Go Abroad, Council ‘Fails’ to table Concrete Evidence of Audit Queries Against Babirye, Runs to Namibia For Fresh Information

The tag of war between National Council of Sports and Uganda Netball Federation and in particular, it’s president Hon. Babirye Kityo Sarah still on despite the fact that it has been out of the media for a while.

For starters, the battle between the two sides is about the accountability issues, checking who is right and who is fooling who. This battle called the interest of the Parliament of Uganda that put up an Adhoc Committee that investigated the operations of National Council, office of Inspector General of Government, Auditor General, Attorney General and Parliament Accounts Committee all had interest into the matter.

NCS pinned Babirye as the accounting officer of Uganda Netball Federation that she submitted accountability especially for 2021 Namibia Pent series with audit queries to which Babirye is against, claiming that no queries in UNF accountability, only that NCS wanted them to account for what they have never received. 

According to information this website is receiving from a source preferred undisclosed, National Council of Sports have already sent a representative to Namibia to collect fresh information that can pin Babirye before the Auditor General, Attorney general and IGG. 

“As I speak, National Council has sent a representative to Namibia to gather information, they have sent Ms. Cecilia Anyakoit to get them fresh information because it seems like they have no concrete answers for for Auditor General’s questions.” The source told this website.

This website also landed on two letters, one dated 12th June 2023 and signed by Joseph Hirya with the stamp of office of Auditor General. It was asking NCS for information regarding Netball Namibia Pent Series Tournament of 2021.

“The office of Auditor General, acting upon the request of the Public Accounts Committee of Parliament of Uganda is undertaking verification of accountabilities submitted by the Uganda Netball Federation for the expenses incurred during the Pent Series Tournament,2021…….” The letter partly reads.

Instead of replying the Auditor General with information asked, the NCS general secretary, Dr. Patrick Bernard Ogwel immediately wrote a letter to Netball Namibia asking for the same information and sent it with a representative in the names of Ms. Cecilia Anyakoit.

The letter is dated 13th June 2023 and it was only copied to Chairperson NCS board, not IGG, not Auditor General who asked for the answers and not Attorney General.
