Nameere Warns Masaka City Leaders: Deliver Results or Face Change

The Minister of State for Local Government, Hon. Justine Nameere Nsubuga, has challenged the political and technical leadership of Masaka City to improve service delivery and transform the city into a model of effective and accountable local governance.
Nameere made the call on Thursday during a self-assessment meeting with Masaka City political and technical leaders at the City Headquarters, where the performance of various departments was reviewed and key challenges affecting service delivery were identified.
The Minister urged public servants to change their attitude towards government employment, warning that the changing public service environment requires officers to be committed, accountable and focused on delivering results.
“The attitude of public servants thinking that they are permanent and pensionable needs to change. Things are different now,” Nameere said.
During the assessment, the Acting Town Clerk, Mr. Ssebaduka Uthman, highlighted staffing gaps in critical departments, including Physical Planning and Production, saying the shortages were affecting the city’s ability to effectively execute its mandate.
The meeting also reviewed essential services including healthcare, environmental management, garbage collection and road maintenance.
Nameere called for improved waste management to keep Masaka City clean and urged city authorities to ensure proper accountability in the utilisation of the Road Fund so that resources allocated for road maintenance translate into visible improvements for residents.
On the Parish Development Model (PDM), the Minister tasked the Production Officer with urgently addressing implementation challenges and strengthening follow-up to ensure that the programme benefits its intended beneficiaries.
She stressed that challenges identified during the assessment should lead to concrete action rather than simply being documented in reports.
Nameere further called on the political and technical leadership to work together, take ownership of their responsibilities and turn the identified gaps into opportunities for improvement.
She said her goal is to see Masaka City become a model of best service delivery, demonstrating how accountable, responsive and coordinated local leadership can turn government programmes and resources into tangible benefits for citizens.
