Otucet Stays on Top as Uganda Athletics Welcomes New Faces

Dominic Otucet has secured a fifth term at the helm of Uganda Athletics, extending his long-standing leadership following a smooth elective assembly marked by minimal changes to the federation’s executive.

The elections, held on March 28 at Mandela National Stadium, Namboole, were conducted in line with the roadmap earlier released on March 1. Otucet and his entire executive committee were returned unopposed, continuing a trend that has defined his tenure since first assuming office in 2009 after replacing Daniel Tamwesigire.

Speaking shortly after his re-election, Otucet expressed gratitude and optimism, noting that while the federation has registered significant progress over the years, attention is now shifting toward shaping future leadership. He highlighted that only two adjustments had been made to the executive structure.

The reshuffle sees Abdallah Muhammed and Benjamin Njia step down from their roles. Godwin Byamukama joins the executive as Assistant General Secretary, taking over from David Mawerere, who has been reassigned as Publicity Secretary following Muhammed’s exit.

In another notable change, former athlete Annet Kabasindi has been elected Vice President Technical, replacing Njia. Her appointment increases female representation on the executive, where she joins General Secretary Beatrice Ayikoru.

Elsewhere, the rest of the leadership team remains intact, with Faustino Kiwa retained as Treasurer, Lawrence Kavuma as Vice President Administration, Paul Okello as Organizing Secretary, and Godfrey Chen Wengo continuing in his role as Athletes’ Representative.

Otucet’s renewed mandate signals continuity for Uganda Athletics, with stability at the top coupled with a gradual transition in key positions within the executive.
